My wife's friend apparently paid for breast implants on her credit card, subsequently they ruptured and she is saying because the implant was faulty her credit card is refunding the money she paid for the operation so that she can pay for a new operation!

Would a credit card company do this?

Yes. S.75 of the Consumer Credit Act makes the credit card company equally liable if the goods or services are faulty.
This applies to most things provided the overall cost is at least £100.
