I am looking for some very strong fence panels 6x5 that kids cannot kick in.Do any AB's know of any stronger than this type...

I have thought of filling in with 6x1ft. concrete panels but not sure the council would let me get away with a 5ft high solid border as the fence runs alongside a main road.

They look fairly strong Dennis. If you want something even better, you could think about making your own fence.
With decent posts, concreted in, connect them together with treated 4x2 (100x50mm) horizontal rails......... top and bottom, and a couple in the middle.
Then use simple 4x1 vertical boards (100x25mm) fixed about 3mm apart. Very easy, and would take a lot of kicking :o)

Double-panelled....... yes, that's the de-luxe version. Staggered, so that it's impossible to see through. Twice as much boarding needed though :o(

Go to a regular Builder's Merchants...... Jewsons, Wickes etc........ where the trade would go.... give them the quantities, and they'll quote (including delivery). No reason why you shouldn't get as good a price as the trade gets.
They are standard items in the yard. Also consider 150mm "feather-edged" boarding (sort of wedge shaped..... one thin end, one thick. They often sell that in 1.8m lengths. Fix it with 50mm overlaps (so that each board gives 100mm cover.)
4x1 will come in 4.2/4.5/4.8m lengths.......... so you won't get exact 6-foot lengths (1.8m)...... so "butt" the short ends on the 4x2 rails to avoid waste.
You might be lucky and get 5.4m lengths ....... that'll give you 3 lengths exactly :o)
