Noise from neighbours

What is a resonable time for a neighbour to make DIY noise... ? Please include weekend times... Thank you.

I would expect it to cease at 9pm but realise there is little you can do if it goes on after that. My other half had to visit our neighbours once at 1am as they seemed to think this was a perfectly normal time to be hammering the stairs.

When previous neighbours of ours were doing DIY one night MrP went round when it was time for our girls to go to bed and asked the neighbour if he could stop now. It didn't go down well with the neighbour though and it caused us to fall out with them.
My Council's Environmental Health department recommends 8am to 6pm Monday to Friday, 9am to 1pm Saturdays and no noisy works on Sundays.
