A very complex question and i am not sure that i am the ABer to answer it.

If the BP is normal in the individual, then sudden exercise, accustomed or unaccustomed, will RAISE the BP during the period of that exercise.

Slow sustained exercise on a regular basis with an individual with a raised BP will lower it over a period of say, 4 months.........probably.

Sorry about the simplistic answer to a very complex human haemodynamic mechanism.
I had high blood pressure for a couple of years and thyen decided to try to do something about it rather than stay on tablets. I started doing half an hours exercise 6 mornings a week, lost a stone in weight and no longer need medication. I check my blood pressure once a month and so far it has remained fairly static, feeling good and looking better, can't be bad
