Security Cameras

Like many companies, our firm has security cameras throughout the site which can be viewed on monitors in a couple of locations to which certain people have access.
A manager is using these to "spy" on other employees - for instance to assess their work performance or see how much time they spend away from their desk. Is this in fact in breach of The Data Protection Act ?
If not, which other law(s) does this break as this camera system was installed for security and for no other purpose.

i would think this is a security issue - if people are stealing "time" from the company (as your post seems to suggest)
What is the difference between using the cameras to do this and the manager actually going round to the desks and seeing that people aren't there?

It's a nice decision of choosing security camera. Almost every company and shops are using this system for security purpose. Many peoples use CCTV cameras for home.
