Thanks Bookbinder, ubasses and Ephemera. I can see where the nameless countries gives the 'ations' part but what about the first part?
I am sure about the inly 2 letters in 28a, definitely ends with i?e

Mordred, the compiler, would refer to himself as 'I', so when he's tagged he would say "I'm it"
