Are all products( eg: cheese) that are imported to muslim countries with arabic writing halal even if it does not state halal?

The term 'halal' only refers to meat. Under strict muslim law, only meat that has been ritually slaughtered by a halal butcher should be eaten, and because the law is important, halal meat and chicken are usually labelled accordingly. Non-meat products are not governed by this law.
Andy is right, although anyone can slaughter an animal to make it halal. He/she only needs to follow the ritual.
