the problem is that you have no dhcp server so how do the computers get unique IP addresses? probably by using APIPA, Automatic Private IP Address, which will give a 169.254.x.y address with a 255.255.0.0. subnet mask. If it were me then I would give them a static IP address ie one 192.168.0.1 subnet 255.255.255.0 and the other 192.168.0.2 subnet 255.255.255.0 The gateway will be a problem: use IP address of the one that has internet access. Link the two with a cross-over cable (not a patch cable) and it should work fine.

How are these PC connected ?.

Are they just two computers linked directly together by an ethernet cable (and nothing else in the network), or are they both plugged into a router that is then connected to the internet ?

If they are just two computers connected then it is best to give them a fixed ip address.

If they are plugged into a router then the router will give them an ip address (using DHCP) when then are turned on.

Give us more info about your setup (connection, operating system on the 2 PCs and so on)
