Who makes the decision about who will present medals at the Olympics?

I would assume that the International Olympic Committee would decide who was actually going to present the medals, and then forward the names to the British organising committee, so that they can ensure that the right people are in the right place at the right time (and with the correct information given to the media, and the correct announcements made to the public).
