Is Brussels right to fine various British authorities for not flying the EU flag?

I cannot understand why these firms/companies/organisations are happy to hold out their hands for funding and then reluctant to acknowledge from where such funding is given......
We pay for most of their projects so they should display the British Flag.
The EU has no money, funding comes from the few suckers that pay billions to keep their gravy train running.
Brussels has no moral right to be dictating to anyone which flags it may or may not fly. But like so many other things these days no doubt they have the legal side all sewn up. It is an unacceptable contract criteria demanded in order to get some of a country's own money back to fund projects. Until we secede though, we can only shrug and blame our poor politicians, and their inexplicable decisions.
There is no imperative to 'fly a flag'........these companies ought to display an image of the European Flag on the hoarding/boards alongside any other 'Development Initiatives' which may be pertinent.

Blimey if we were to enforce such a rule there would be Union Flags flying all over the World, it would be almost like the days of the Empire.
