I recently bought three chrome and glass soap dispensers at TK Maxx. Unfortunately they are all cr@p. They are all rusting around the edges and around the screw rims. What can I do to get rid of the rust and stop it happening ? Can I seal them with something ? Buy cheap buy twice I suppose but they are so pretty !

take them back and change them
If they're that good couldn't you get them cleaned and re-chromed?
Chrome needs to be plated on to a non-ferrous metal and that starts to make them expensive. Yours is probably chrome on steel and the screws are bright plated steel, once the steel rusts there is nothing you can do.
Try making a paste using baking power and water. Leave for a couple of hours then reove with some sandpaper. Wipe clean with a damp clean cloth after
light sandpaper should be used
1. Throw them away

2. Take them back

At the end of the day, you get what you pay for, buy cheap expect rubbish!
Once the chrome plate is damaged you can clean and sand paper as much as you like but it will just rust, you now have bare steel in a damp environment, it has no chance!!
