What causes a 17 year old to commit such a savage attack on a little 4 year old girl?
These type of cases are becoming more and more common in today's society, what is happening?
When I was a 17 year old one would blush, even speaking to a girl of one's own age.
I think the law should now be changed and creatures such as this should be named and shamed, and given a much harsher sentence than this individual received.

You say "in the 1960s marriage under the age of 21 was common" which is more than can be said for a large proportion of today's couples, many who don't marry at all, and those that do marry, do so much later in life?
But regardless of that, I do not know what this has to do with me blushing at the age of 17, in my day a 17 year old was little more than a child, in fact one had to go on for another 4 years to reach the age of 21, which in those days was the age when you received 'The Key To The Door'.

Yes no doubt, but committed by adults on children maybe but not 3 year olds.
And 17 year olds, in those days were little more than children themselves.
Anyway I can only talk with any certainty about the years I have lived through.
And I still maintain, it was not as bad then as it is today.

I think naming & shaming doesn't work well in larger societies. For a small village then the disapproval may have the desired affect. For larger groups one of at least two problems can occur. 1) vigilante groups may chose to take matters into their own hands and act in an excessive manner, or 2) society's disapproval can become a "badge of honour" of sorts to others in the antisocial group, a sort of binding element reinforcing the them & us mentality. Best if justice is seen to be done with as few details as are necessary to show the process isn't being abused.
