Password protecting a web browser ?

But surely if you password protect one brower like say IE there is nothing to stop a person downloading frefox or opera on the same PC and using them.

So it will be easy to circumvent password protecting a browser.
You could stop someone downloading a browser or anything else by protecting your user admin account with a password and creating another user account with no admin rights for the other person to use.
