When is free delivery not free at all?

I have friends this evening for a Fish and Chip supper.

I have been to a local fish shop where it advertises free delivery...owner tells me how much to pay so I looked at his price list and asked how he's worked it out as I made that £3 too much!

Yes, but I have to pay the driver so the price for delivered food is extra......excuse me but that not right I told him.

It is surely against the Trades Description act to do that. I told him if that was the case he most definitly IS charging delivery. He let me pay the price of buying over the counter.
