"Cold Weather Payment
Cold Weather Payments are given in periods of exceptionally cold weather to help with extra heating costs. The payment is worth £8.50 per week and is paid for each week of very cold weather to anyone who is eligible. For the purpose of the payment, a period of ‘very cold weather’ is when the average temperature for the area in which you live is recorded as, or forecast to be, 0°C (32°F) or below over seven consecutive days.

You may be eligible for a Cold Weather Payment if you get:
A. Pension Credit or

B. Income Support or income-based Jobseeker’s Allowance, and you have a pensioner or disability premium – or look after a child who is disabled or under the age of five. "
