Epoxy probably would.
note to self :  do not attempt to pick up any seemingly dropped pound coins.

i agree with marge, epoxy resin works but take approx 10 to 15 mins to dry. loads of superglue would work but it's very brittle when dy and the pound could be kicked to dislodge it.

Hope you don't go broke testing human tenacity.
Try 'no-nails'

A 50p has a larger surface area and is flatter, and Araldite or other epoxy should hold it well enough, although it will take overnight to harden. (Leave it on the floor under a Greggs bag, nobody will see it for a day or two.)

We glued a 50p to the floor outside a shop I worked in, to amuse us on the tills.

You should try a contact adhesive - these are mixed applied to both surfaces and allowed to go dry. Put the two sufaces together and you get an instant bond of great strength.

The best one I know is Bostick 2402 which is used to put inflatable boats together so it's very strong but not easy to get hold of in your average DIY shop

The problem is probably that the concrete is too rough and you are not using enough glue to fill all the gaps so that the amount of contact between the pound and the concrete is too small.

Therefore either smooth the surface of the concrete or use lots of glue to provide a smooth surface and lots of contact area.

I would have said the rougher surface of the concrete would have been an ideal surface to get maximum grip from.

It's not easy to stick two perfectly flat, smooth surfaces to one another you know.
