Bone china appraisal

Can anyone tell me if I have an antique china plate or not? It's a side plate, has gold round the edge and has a picture of a Victorian couple. The picture is signed 'Fragonard' and on the bottom of the plate it says 'Bone China England'.

Fragonard is a famous french watercolourist, so the original painting was probably by him, not the copy on the plate. I believe, but am not sure, thay things that have made in england on them are post WW2
