Accident - who is at fault?

My friend was at a junction waiting to turn right. A car was approaching from her left and as it drew level with her front end she slowly eased out of the junction. Instead of going straight ahead as anticipated, the car suddenly turned right into the road my friend was pulling out of, and they collided.
The other driver did not indicate he was turning right AND his manoevre was illegal as he ignored two "no right turn signs."
I say the bump is 50-50 fault but my friend is adamant it was the other drivers fault

Your friend should have stopped until the other motorist completed their maneuver, why did your friend ease out when the other car was level with her car's front end? if the road your friend was was coming out of was a No Entry for drivers coming from her left then the other driver is at fault.

who had right of way? were there lights? which was the main road?

im not sure what differnce it makes that he turned right or went straight on...as the way i am visualising it they would still have collided...

can you explain a bit further? in case i have my image mixed up...

it's 100% your friend's fault, this is a very clear case, the illegal or illadvised actions of others don't excuse bad decisions on your friends part.Not signalling is irrelevant, as is turning right across her front even against no tight turn signs. She should wait until the oncomming traffic is past.

you friend should have made sure it was clear to pull out first, if the car had suddenly stopped she would have got straight into it, regardless of whether turning right or not

Your friend failed to drive with proper care and consideration by virtue of the fact she emerged from a junction to join another road and in so doing collided with another vehicle already in that road.
However, there is limited mitigation in that she should not reasonably expect that other car to turn right when it is disallowed and compounded by the fact that no indication was offered.

indicators should never be taken as a guarantee of the others vehicles intentions, i know most of us do as drivers but its wrong...

yeah it is unfortunately your friend's fault.
Doesn't matter what action the other driver took or that turning right there was illegal - the fact is your friend was waiting at a junction and the other driver had right of way. the friend should have waited until the way was clear before making her move.
