For 3ac I can fit in cactaceae but can't work out why it should be that.

Not an idea on the Browning quote but isolando fits in.

Assume 1d is Cicely but why "cly" on the outside?

Robert Browning wrote "Asolando" and also a prolog & an epilog to Asolando - I can only assume the quote is in the main poem - it's not in the prolog or epilog.
3a cactaceae is correct. Cactaceae means: constituting the order Opuntiales, which is a family of cactus plants.
Jazz fan is a cat. "One aged about 100" means insert C into cat to get cact----- I can't explain the rest of the word!
22a asolando is correct. The clue is not a quote from the poem. It is a play on the title. "Like nothing" = as o; "Set down nothing" = land [as aircraft] o.
