It's a bit obscure in an otherwise excellent xword. All I could think of was:

foil to Little = LARGE
inadequate = not enough = not E an O (with poetic licence)
so LARGE -> LARGO which means (in music) broadly

Seems a bit far-fetched - any improvements?

Re 5 across.little may be a reference to Bingo Little of Bertie Wooster stories fame.
11ac is Minister of state. anag of Fosters in mini tate.Therefore 5dn is Largo
@caspersuzy - what's "therefore" about it? we all know it's largo - the question is how does "inadequate foil to little" give that? Surely Araucaria hasn't stooped to using "inadequate" to fix up clues that aren't really quite there. This is otherwise one of the best xwords I've seen in ages, even by A's high standards.
