29a Hesitation about volunteers getting idle mostly? Fee could be the answer. R?T?I?E?. If 'retailed', includes all of idle; if 'retailer', where does final 'r' come from?

RETAINER isn't it?
where does the volunteer or the fee fit in, then?
retainer?
Ah, that makes sense, flocker.
re = er (hesitation) reversed
ta = volunteers
iner = iner(t)

retainer = fee
Volunteer=TA, Retainer=fee
a retainer is a type of fee - volunteer is TA Territorial Army

Well done, all - many thanks!
retainer = fee
re (hesitation about)
ta (voluteers)
iner(t) idle mostly
