I have new neighbours who have a young dog (well it looks young) - I think it's a Staffordshire Bull Terrier although I have only seen it once. It is constantly in the garden yelping and whining to be let back in. Tonight, it was making the same noises and someone opened the back door, did something (I am presuming they gave it a kick) as it 'cried out' and the back door shut again. Even my husband (who is not very observant) made a comment about the dog being outside all the time (even when it is chucking it down). Do you think this warrants a phone call to the RSPCA?
