inches and feet

when ur writing inches and feet in short hand, you can use apostrophes right?  but is it one for incehs and two for feet, or the other way round?  ie, 5' 6''?  or 5'' 6'?

use ' for feet & '' for inches!   eg  3' 6'' (3 feet 6 inches)
I made this mistake when making out my wedding present list and asked for 12 foot frying pan. Just think of what I could cook in that :)
You're fortunate the guests didn't mistake your ' mark for minutes, otherwise your pan would have only lasted for 12 minutes.  " is an abreviation for seconds, as well...
