How would someone go about setting up their own zoo, with a view to it becoming a major tourist attraction? Assume that this person has a bit of cash but isn't a billionaire or anything. Thanks.

First you would need land in the right location then you would need planning permission. If you managed to achieve both of these then you would still have to comply with all the regulations connected with keeping animals.

Perhaps I should have explained this more clearly. The intention of this person is indeed to establish a modern wildlife park (rather than an old fashioned zoo full of small cages) where the priorities would be animal and environmental conservation, education, animal welfare, research and visitor satisfaction. I used the term zoo as most modern zoos (and I have visited many in the last two years) utilise the wildlife park setup (despite some retaining the term 'zoo') and this setup was always the intention of this person.
