What is the significance of the circles with numbers in on the back of lorries e.g. 60 80 100 is it something to do with maximum speed?

Yes, maximum speed when empty (100km) maximum speed when loaded (60km) don't know what the middle one is there for though.

Or is it the maximum number of illegal immigrants they can have in the back?

It's nothing to do with load. It is a requirement when driving in some European countries, such as France, to display the maximum speed limits for the different types of roads relevant to that size of vehicle.
