XP: keeping System Restore disabled

A long time ago I found System Restore to be of no use when I required it most and so, ever since, I have it disabled, preferring to rely instead on regular disk image backups as well as separate registry backups.

But the annoyance is that every now and then some program or other will turn it back on. Is there any way to prevent system restore being re-enabled or at least flag up that it has happened?

Turn it off in group policies

1. Click Start, Run and type GPEDIT.MSC

2. Navigate to this path:

-> Computer Configuration
--> Administrative Templates
---> System
----> System Restore

3. Set Turn off System Restore to ON

4. Set Turn off Configuration to ON

You shouldn't even have the system restore tab after doing the above, it can be turned on again by following the above steps and setting them both to not configured.
