why is it that if birds can fly, why dont you see many flying in the sky? all i ever tend to see are magpies and pigeons on nearby rooves and fences.

It depends where you live, windy - all I see at the moment are fluffing seagulls.
if you aren't a glider then flying costs calories...so you don't do it unless you need to.
Obviously you are in the wrong flocking place or rather the wrong place for flocking, we get regular fly bys everything from gulls and herons and geese to cormorants and the odd buzzard we must be on a busy flight path. Nowhere near a big roost so don't get the really big flocks though.
(Plural nouns; roof = roofs)
