how do they do video slow motion, so the band are singing the song, but everything is slow?

Filmed at normal speed but the artist mimes the song faster so when you slow down the film their mouths are moving at the right speed

I've seen this being done on an early kylie video where they speed up the song and the artist has to mime to it full speed and then when its played back it comes out normal.
