the keyboard on my samsung netbook is set to American as default. How can I change it to UK English please?

Start - control panel - regional (select UK English from the drop down menu)

Actually it's:
Start/Control Panel/Regional and Language Options
Languages
Details
Ensure that UK keyboard is installed - if not, add it
Select Default input language as UK
To prevent future problems, click apply, then remove the US keyboard
