Is USB2 relatively recent? Is it possible to tell if your USB ports are 1 or 2?

I was looking at reviews of external TV Decoders and they reckoned that USB1 wouldnt be fast enough

I reckon USB 2.0 has been out only for a couple of years. I think it was released in winter 2002. The ports look identical. The sure way to check is in the device manager on Windows and look for a USB 2.0 controller. You can buy a USB 2.0 PCI card pretty cheaply.
The USB2.0 standard was introduced in 2000.

To check if your system is USB2.0 compliant using WindowsXP, do the following. Click Start > Right-click "My Computer" > Click "Properties" > Click the "Hardware" tab > Click "Device Manager".

Look down the list for "Universal Serial Bus controllers", usually towards the bottom and click the little + symbol to expand the tree. USB2 compliance is denoted by the word "enhanced" in the USB Host controller title. If the word is there, your system has support for it, if it isn't, then it doesn't.

USB 2 offers a massive increase in data transfer speeds over traditional USB (theoretical max of 480Mbps compared to 12Mbps).
Beware of buying USB flash drives on ebay advertised as USB2 compliant. Quite a lot are USB 1.0
