43d OUTRE
What is the logic for OUTRE?
5d Just checking the numbers of letters could it be Census ?

43d outie ? (as in belly button)
Are we sure all the letters are correct for 43D?
I assume 5D can't be CENSUS as a couple of posters have said the answer has 5 letters. Seems odd though as Eire did have a census in 2002 and 2006
OUTIE may well be right. I thought it was only found in 'urban dictionaries'
If you haven't done the Times crossword for a long time then you'd be surprised at some of the modern day slang that appears in that puzzle.

Outie makes sense re umbilical cord. However I think there may well be a mistake with 5D and I have tried to contact Tribune to clarify the point but they are not answering telephones today
