It's cockney rhyming slang.

sure but what were/are parmers draws ?
Farmers doors....drawers?
I think the writers of The Sweeney might have invented a bit of rhyming slang. I've never seen 'farmers' used anywhere else.
The only refernce I know to "Farmers" in rhyming slang is Farmer Giles = Piles.
This could come from the prize awarded at the Cannes film festival, the palm d'Or.
d'Or rhymes with drawer and in cockney tradition the palm becomes pluralised-palmers.
