can you be cut off from the electricity supply if you have children living with you under five?

I'm assuming you missed out the important bit - you owe them shed-loads of money.
Yes, they can disconnect you. Water is the only service that cannot be disconnected.
I suggest you contact them and explain why you can't (or won't) pay. Under certain circumstances a pre-paid meter may be installed.
My advice would be for you to contact Citizens Advice. Get them to negotiate on your behalf and identify any part of the bill which is wrong and negotiate a payment plan for any part which is correct. Do not accept a pre-payment meter unless you absolutely must. These meters charge electricity at a far higher rate than any other means of charging you. Whilst it may be legal for the company to disconnect your supply, given the circumstances, and especially if you get CAB involved, they are unlikely to do so.
Yes of course they can cut you off, otherwise why would anybody bother paying? Just have a kid and bingo, free leccy.
