People under age 18 are not allowed to trade on ebay.

So it would have to be you who was the trader.

To sell you need to have a Paypal account and you would have to have a credit or debit card or bank account to get a Paypal account.
you set up a paypal account which is secure and the purchasers never see your details, they pay paypal who transfer the funds to you, you have to have a bank account to recieve paypal payments but u can use a debit card to make payments to buy.
13 year olds cannot form legally binding contracts, so it would be unlawful for him to sell on eBay. Do it in your name, and you can take ultimate responsibiltiy.
PayPal is perfectly secure, as far as your bank account is concerned.
