Unless it's specified in the lease then surely it's property maintenance and it's the responsibility of the landlord? The tenant may have a responsibility to point out any problems, such as water damage, to the landlord.
I agree with padanarm,
Cleaning the gutters is for the good maintenance of the property,and as such is the responsibility of the Landlord.
After all if a Landlord expected the tenanat to do it,and the Tenant couldn't/wouldn't,who would suffer from it,only the Landlords property.
It is the Tenants responsibility to clean the Gutters as long as they are able to do so. If the Guttering is broken then it is the Landlords responsibility to get it fixed. Repairs are the Landlords Job and Maintainance of the Property inside and out is up to the Tenant.
