Being pedantically challenged myself, I would hasten to clarify that the odd melange included in my description of failures in the Caspian Airlines system are, generally, not equative in other, first tier nations air transportation systems.
In fact, here in the U.S., the governing body for all aviation is the Federal Aviation Administration, (FAA) and its historical predecessor was the CAA (Civil Aeronautics Authority). Ironically, it is one of the only governmental oversight bodies that was created back in the 1930's at the request of the aviation "community".
The emerging airline industry believed (correctly) that the public would never place any trust in the system if it didn't have the imprimatur of the Government. Most other countries used the original CAA and later the FAA as a pattern to assure aviation safety...
