Andy and Lou from Little Britain (Lou as in Lou Reed of the Velvet Underground)

Matt Lucas and David Walliams based Andy and Lou on the famous duo for a stage performance years ago, the characters as seen on TV are far removed from those personalities, only the names have survived.
