What's "poll tax?"
There is no such thing in England any longer.Do you mean Council Tax?

Any answer would depend on which benefits they are in receipt of-if any.

I don't think it's a wind-up but the poster is using very outdated phraseology. Nobody calls disabled people handicapped any more!

dla does not automatically give you discount on councl tax
A person who is severely mentally impaired could be exempted from council tax. A person is treated as severely mentally impaired if s/he has a severe impairment of intelligence and social functioning which appears to be permanent.

They would have to show that they were entitled to either the middle or higher rate care component of disability living allowance.

If the family are sick or have disabilities then surely they'll be claiming council tax benefit?
