Have been wondering for ages what these blue lights are that you usually see on vans or lorries. There are normally two of them and they look like they're attached to the wipers. What are their purpose?

They serve no purpose other than to break the law. Only emergency vehicles can display any type of blue light on the public highway.
So ...... the ****** that drive about in an ancient (sprayed dayglo orange) nova, emitting an etheral blue "glow" from underneath the "coolmobile" (not) are actually illegal ???

Thanks guys. Pretty much as i thought. I really hate those things, they're way too distracting for other motorists!
Do these answers also apply to the Wayne Kerrs that drive about with their front fog lights on in clear weather?
