Rubber pipes across the road

I have noticed that on two roads there are 2 rubber pipes( like black hosepipes) fixed to and running across the road and attached to them is a little box chained to the lamp post - what are they for?

Traffic flow measurement - as a car drives over the pipes it sends a pulse to the recorder in the box, which tots up the number of vehicles that pass

So has it got anything to do with speed camera sitings i.e. possible mobile speed traps in the future?

The pipes can be used in two ways.  If they are next to each other, they detect the amount of traffic using the road.  If they are separated by a metre or so, they can be used to record the speed of cars using the road.  This may well be one of the pieces of data used in positioning speed cameras but the data can also be used in conjunction with planning applications e.g. to see if a new development may require modifications to the road layout/surface to improve safety.
