Because Wales (a principality) was politically incorporated into the state of England (a kingdom) in the 13th century, rather than being a union of two equal kingdoms. So the Union flag includes the flags of the three kingdoms (England Scotland and [Northern] Ireland).
By the way Kim it's only called the Union Jack when flying from the jackstaff of a Royal naval ship,in all other cases it's just The Union Flag.
I thought it was the flags of St.George, St.Andrew and St.David. Which would be England, Scotland and Wales. I always thought Ireland was part of the English kingdom. We've had prince of Wales, and Scotland but I don't remember any from Ireland.
