can electrical fires be extinguished safely using R.O. water ?

Personally, I wouldn't ever reccomend extinguishing electrical fires with any kind of water - especially not if you still want it to work afterwards!

RO water (I assume you mean reverse osmosis filtered water) will have a much lower conductivity than tap water, and in low voltage systems is not likely to short anything out or cause any damage.

However, I'm guessing that if there is an electrical fire, A) the system is already broken (hence the fire) so who cares if it gets wet or B) it's built well enough to resist the heat of a fire in which ccase it's probably a high voltage system so probably not wise to go splashing water about on it!!

Water on a fire involving electricity is a NO NO you will short out most of the circuits and ruin the equipment. There are on the market fire extinguishers which have been tested to 35 Kv in a test situation to determine operator safety, not to save the equipment.
To add to my earlier answer the only really safe way of tackling these types of fire is to use Co2, dry chemical extinguishants in the form of powder leave residues which cause other problems.
Do a google search for computers running in RO water.
