they are purely to discourage obstructive parking. However they are not enforceable, they are more of a courtesy marking

no not illegal at all as long as there is no car on the drive.

yep, bizarrely it's illegal to block somebody on their drive but it's not illegal to block somebody off their drive.
Geography plays a part in whether or not it is an offence to park across a dropped kerb:

London - possible offence

Local authorities outside London granted designated �special enforcement areas� - possible offence

Other local authorities - not a specific offence.
