I have a bmp photo that got reduced to 16 colors. Lost the original. Is there anyway I can get it back to 16million?

Converting the image back to 24-bit colour is easy. Unfortunately, you simply don't still have the 24-bit colour information, so any converted image, whilst having the 24-bit colour space to work from, will only use the same 16 colours.
