heavy steering vw golf gti mk2

I have a golf gti mk2 8v with power steering.  The steering has become very heavy.  I've checked the power steering fluid level - it looks fine.  Any suggestions?

Have you checked the belt driving the power steering pump ? Maybe it's slipping or has even broken ?

it could be something as simple as low air in tyres
