Bling Bling means cool or hip, I'm under the opinion that it derives from the noise of jewellry clinking together. Check out da Ali G for more. Hasn't just been added to the dictionary?

'Bling bling' is supposed to be the 'noise' diamonds make when they sparkle. The term is used to refer to any flashy, sparkly jewellery.

It's part of the language rap artists etc use to show that they are "ghetto fabulous", which basically seems to mean very rich. Bling-bling can mean diamond jewelery clinking together, or it can just mean money.
