Can anybody tell me how i could find out who lived at the above address number 28 about 1918-1923. or any shop,s in the road at that time

You should look for the Town Directories for the area, which should be in Dulwich Reference library, which i think is stilkl in Lordship lane but ring Southwark Council or check online.
Town Directories were compiled and pronted by local or county newspaper owners to sell advertising space.
There are national directories like Pigost and Slaters or Kelly's which were occasional national directories containing householders and trdaes and other local information, all these wil be in the local reference library.

In 1918 there possibly would be a surviving rate book, again in the local library if only in a transcript.

Some of the national directories are available online and it may be worth googling them, especially Pigots
