Proper-sounding contract (6) P_C_E_, Malaysian lawyer? (6) P_N_N_. Is the first one PACKED (sounds like PACT, contract)? How is that proper?

Sorry, didn't see your supplementary question until now.

To pucker is to become wrinkled, contracted or gathered. And pucker sounds like pukka which can mean proper.

For the other one, this is from Chambers dictionary:

Penang-lawyer
n a walking-stick made from the stem of a prickly dwarf palm (Licuala acutifida); misapplied to a Malacca cane.

(Penang is a state in Malaysia)
