Maybe it is WONK backwards.

But, my dictionary defines WONK as " a serious or studious person, esp one with an interest in a trivial or unfashionable subject."

So, maybe not?

according to Wikipedia a Policy Wonk is a slang term for an expert in the field of public policy - I learnt something new today!!

Wonk seems to have become accepted as a term for a type of political expert - certain government advisers are referred to as 'policy wonks'
