I know there was a plasticene factory in Bathampton, nr Bath so you could try that.

continuing on....William Harbutt developed Plasticine in 1895 and it went on sale in 1908 so the dates sort of tie in.  I've googled it but can't easily find a reference to their using a flourmill from 1900 but if you take more time you may well find it.  Good luck!
